A scraper is "running" when its DB heartbeat is fresh — currently within the last 10 min. Heartbeat is bumped at the top of every tag rotation. Add a new profile here, then run python web_scraper.py --profile <name> once to log into IG; the session persists in chrome_profiles/<name>/.
